The International Ice Hockey federation is a massive organization with a larger number of tasks, event organization and well governing a sport that is played worldwide Because of this each year they have two congress sessions to take care of all business throughout the year. The second one will be held next week.
The peak of international hockey is the A-Pool world championships when it's not an Olympic year, for the Olympics even the NHL drops everything and all the stars are present. The World championships also pulls in the big names as well, because of this the actually world championship host country also hosts the a congress session every spring. For example this past May it was held in Prague during the world championships. Since the hockey world is always moving fast it is necessary to have a session every autumn as well, this year it will be in Dubrovnik September 24th-25th, but with the opening and closing events in reality it's the 23rd-26th.
There are a couple of sporting governing bodies that hold their yearly gatherings in exotic locations and the members return to the real world looking as if they were on vacation and not much was taken care of. This might be said of the IIHF in Dubrovnik but because of the dense program it will be hard for anyone to get a chance to take a dip in the water.
