The Disciplinary Commission no.2015-16/038 decree
The Disciplinary Committee investigated the MOL League game MOL 202 (Debreceni HK – ASC Corona Brasov) where Kasper EMANUELSSON, player of Debreceni HK was being penalized 2 + 10 minutes for checking the head and neck area (CHE-H, MISC). The Committee made the following conclusions:
After 52 minutes the player of Debreceni HK, hit his opponent in the head during a collision.
IIHF RULE 124 – CHECKING TO THE HEAD OR NECK
DEFINITION: A player who directs a hit of any sort, with any part of his body or equipment, to the head or neck of an opposing player or drives or forces the head of an opposing player into the protective glass or boards. This rule supersedes all similar actions regarding hits to the head and neck except those related to fighting.
According to the Disciplinary Committee's opinion, the player didn"t move to acquire the puck. The slashing happened from behind, the opponent player could't get ready for it, and it could easily cause damage. There is no such thing as a clean hit to the head. Whether accidental or intentional, every direct hit to the head or neck of an opponent will be penalized. A skater who delivers a check to an opponent who is skating with the puck with his head down in the direction of the skater, and does not use an upward motion or drive his body up into the opponent, will not be penalized for checking to the head or neck. A player who directs a check to the head or neck of an opponent will be assessed one of: (1) a minor penalty and misconduct penalty; (2) a major penalty and automatic game-misconduct penalty; (3) a match penalty.
According to the Disciplinary Committee's opinion, the player hit the opponent player's head with his hand and elbow, rising from the ice, from the player's blind side. According to IIHF rules and guidelines, the attack of the head and neck area is one of the most serious irregularities.
The Disciplinary Commitee prohibited Kasper EMANUELSSON, the Debreceni HK player for 3 MOL League matches. Earlier in the match, Kasper EMANUELSSON has received a 10 minute Misconduct (MISC), so after the second 10 minute penalty has changed an automatic Game Misconduct Penalty (GA-MI).
